Profile of MSPDCL

Manipur State Power Distribution Company Limited (MSPDCL) is a public limited company wholly owned subsidiary company of Manipur State Power Company Limited (MSPCL), incorporated under the Companies Act, 1956 (previous Act), with the principal objective of engaging in the business of distribution and supply of electricity in the State of Manipur, to which the distribution undertaking of the Electricity Department, Government of Manipur (EDM) is transferred in accordance with the Transfer Scheme.

The main purpose of forming the Company was to take over, manage and operate the electricity distribution system, assets, liabilities, and undertaking of the erstwhile Electricity Department, Government of Manipur (EDM) pursuant to a notified transfer scheme in pursuance of Section 131 and 133 and other applicable provisions of the Electricity Act, 2003.

The primary purpose of the Company is to engage in the business of the existing Generation and Distribution of electricity and be vested with the existing generation and distribution assets, interest in property, rights and liabilities of the Electricity Department, Government of Manipur (EDM) necessary for the business of generation and distribution, as per the decision of the State Cabinet on 14.02.2013 to reorganize the EDM under the provisions of Part XIII (Reorganisation of Board) of the Electricity Act, 2003 (Central Act 36 of 2003)hereinafter referred to as “Act” and the transfer schemes notified thereunder) and the resolutions, circulars, ordinances and notification issued in their regard and the company shall act as Distribution Licensee under the provision of Section 11 of the Act.

To take over the existing electricity distribution system and facilities of the EDM.

To undertake the electricity sub-transmission, distribution and retail supply in the State of Manipur or outside.

For this purpose, to plan, acquire, establish, construct, erect, lay, operate, run, manage, maintain, enlarge, alter, renovate, modernise, and work.

To use a power distribution system network in all its aspects and electricity lines and associated sub-stations, including distribution centres, cables, wires, accumulators, plants, motors, meters, apparatus, computers and materials connected with sub-transmission, distribution, supply of electrical energy, communication and telemetering equipment.

To undertake for and on behalf of others the erection, operation, maintenance, and management of extra-high voltage, high voltage, medium voltage and low voltage lines and associated sub-stations, equipment, apparatus, cables and wires.
