R-APDRP (Re-structured Accelerated Power Development and Reforms Programme)

The Government has approved Re-structured Accelerated Power Development and Reforms Programme (R-APDRP) was approved as a Central Sector Scheme during XI Five Year Plan, which shall be taken-up in two parts: Part A and Part B. M/S Power Finance Corporation Limited to monitor and act as an implementing agency.

Part A

Objectives:

• Preparation of Base-line data for the project area covering Consumer Indexing (shall be verified by an independent agency appointed by MoP).

• GIS Mapping 

• Metering of Distribution Transformers and Feeders.

• Asset Mapping 

• Adoption of IT applications for meter reading, billing & collection.

• Energy accounting and audit.

• MIS

• Redressal of consumer grievances.

• Establishment of IT enabled consumers service centers, etc.

A total of 13 eligible towns viz. Thoubal , Ningthoukhong , Bishnupur , Moreh , Nambol , Moirang , Kakching , Lilong (Thoubal) , Lilong (Imphal West) , Mayang Imphal , Laxmithongkhong Bazar , Samurou and Imphal in the state of Manipur are covered under R-APDRP Part A Scheme for which MoP through the Nodal agency (M/s Power Finance Corporation Ltd., New Delhi) had sanctioned the Project on 08-03-2010 (as 100% loan from the Government of India convertible to grant on achievement of targets set by MoP for reduction of AT&C loss). The project has been successfully completed during financial year 2016-17.

Part B

Objectives:

• Renovation and modernization and strengthening of 11 KV level Substation and Transformers/transformer Centers.

• Re-conductoring of lines at 11KV and below.

• Load Bifurcation.

• Feeder Separation.

• Load Balancing.

• HVDS (11KV)

• Aerial Bunched Conductoring in dense areas.

• Replacement of electromagnetic energy meters with tamper proof electronic meters.

• Installation of capacitor banks.

• Mobile Service Centers, etc.

• Strengthening of 33KV.

 A total of 13 eligible towns viz. Thoubal , Ningthoukhong , Bishnupur , Moreh , Nambol , Moirang , Kakching , Lilong (Thoubal) , Lilong (Imphal West) , Mayang Imphal , Laxmithongkhong Bazar , Samurou and Imphal in the state of Manipur are covered under R-APDRP Part B Scheme for which MoP through the Nodal agency (M/s Power Finance Corporation Ltd., New Delhi) had sanctioned the Project on 08-03-2013. As per the funding mechanism 90% funds for the project are provided as loan by GoI (Manipur being a Special Category State) and remaining 10% as Counterpart funding loan from M/S Rural Electrification Limited (Financial Institution). The GoI loan (90%) are convertible to grant on achievement of targets set by MoP for reduction of AT&C loss. The project has been successfully completed during financial year 2017-18.
